I don't know the procedure for getting a job in local schools in the D.R., but have some information that may be helpful. I'll be moving to the D.R. in August to teach at a private american school. I know that local shools pay very poorly. The average salary in the D.R. is 1,000 year, I don't think teaching salaries are much better. I would suggest pursuing a job at a private american school which will pay much better, and also provides housing, round trip transportation to and from, annual RT transportation home, and medical insurance. I'll be working at the Carol Morgan school in Santo Domingo. 90% of the students are Dominican, the rest american and other nationalities. There are 2 such schools in the D.R., both in santo domingo. There are american schools all over the world that recruit american and british educators. The best way to pursue such jobs is through recruiting agencies such as ISS (International School Services). The only catch is that these schools require a minimum of 2-3 years of teaching experience. Until then my only suggestion is to search the internet for language schools.
