The head of INS in SD is a WOMAN, Maria Aran. Sounds as though you talked to one of her staff who was a bit more gracious than she (Aran) tends to be.

I have fought with her (Through a US Congressman) know for a fact that she wouldn't cooperate with him until he personally talked with her on the phone.
