Tourists from Finland need only to purchase a tourist card at the airports upon arrival for US$10 or prior to arrival at full-service consulates. This permits a legal stay for up to 90 days. Tourists cards are sometimes available from tour operators. If you will purchase your card in the DR upon entry, we recommend you bring a pen and exact change in US currency.

Nope, but prepare to be asked for it. We had to argue with the custom officer for a couple of minutes when we arrived the country last summer before he believed us. (We are Norwegians).
