Default Dominican law question

If there are any dominican attorney's reading this who can answer this question...

My girlfriend's mother had her at age 14 and abandoned her a couple years later into the care of her grandmother and aunt. When my girlfriend was about 10, the aunt decided that my girlfriend needed a birth certificate, so she registered her by filing for a birth certificate and listed herself as the mother.

Under Dominican law, who is the mother? The mother who abandonded her, and who has disappeared, or the aunt who listed herself as mother on the birth certificate and raised her?

Right now, the legal mother is the aunt because she is the one that shows up on the birth certificate. However, that birth certificate is the result of a false declaration and therefore is open to attack on two fronts if the falsehood can be proven: a) it can be voided by court action and a new birth certificate issued; b) the aunt is liable for a criminal act because of her false declaration.
