1. For a residency, You must apply to the "Direción General de Migración in Santo Domingo. Requirements are a letter from your employer, police reports of good conduct, both from your home country and the Dominican Republic, birth certificate, passports, etc. The process is not easy.
2. You apply for a drivers license at the "Obras Publico" in what ever city or town where you reside. You must have a Cedula (national identification card) to apply. you must be a legal resident to receive a Cedula.
3. When you receive your residency, within a certain period of time, you are elgible to bring in one container (trailer) of personal effects and one vehicle at reduced duties, as long as there are no firearms, explosives or drugs in the container. If you do not have this exoneration, you can still bring those in but duties are extremely high..
4. Unless you have an exoneration for a vehicle, my suggestion is to buy here. The transportation costs and hassels, duties, customs delays and bureaucracy, are just not worth the effort. Duties have been lowered but are still high.
5. The Dominican government used to offer a "Business" Visa. I do not know if they still offer it or not. Check the Dominican Consulate in your area.
