Hi,

Does anyone know what the chances are for a Dominican to get a visa to Europe - let's say France...? Or other countries for that matter. Same strict procedure and slim chance of getting approved? Finally - how many months would the process normally take?

The whole reason that the INS switched from form I-131 to form I-864 is that I-131 was not holding up in court. I-864 apparently is.

By law you are also required to notify the INS every time you move so that they can keep their records current. And of course, they can likely get a court order to look at your tax returns to find out where you are living.

My suspicion is that they would not catch up with you for years, due to their own backlogs, but when they did, they would hand you a bill for all of it, and you would be stuck with it.

The INS strikes me a being more like the IRS, a pretty powerful organization with lots of authority. But that is just my opinion.

I don't think the USA cares so much about the money. They care about controlling immigration to this country. The financial stuff is just another hurdle they put in your way to control this immigration.
