Loren, I tried your link and couldn't get it. Here's some figures from the 1993 Population census (I have some census volumes here).

Distrito Nacional: 2,193,046 Distrito Nacional, zona urbana (this is the metropolitan area of Santo Domingo): 1,609,966 Province of Santiago: 710,803 Municipio Santiago: 493,412 Santiago zona urbana (metropolitan area of Santiago de los Treinta Caballeros, I guess): 365,463

Keep in mind that figures are from 1993.
