DIVORCE LAWS

Are the divorce laws or decrees inforced in the DR as vigorous as here in the states? Do they apply only to the man that can afford child support??I understand that there is a large percentage of the population that have a conjugal living arrangement with children involved with out the benefit of marriage. How does the law applies in that case when the man does not want to continue the relation,is there DNA testing in the DR? Can a man demand such testing in order to comply with a court order to pay?? What are the penalties for no-support. How can a peasant that lives , but by the grace of God afford any court order demand?
