There are a myriad of encryption schemes in the DR and the world. The 40-bit vs 128-bit refers does not refer to the TYPE of encryption but to the LEVEL or "strength" of encyrption, hence, the difficulty in decoding it.
Some browsers have SSL encryption libraries (secure sockets layer) installed and the number of bits used will vary from machine to machine depending on what version of the SSL libraries were installed.
Since much of the software in use in the DR (and throughout the world) are illegal copies, there is no way to know ahead of time, what the SSL bit level is. I myself have different machines running IE 4.0 and IE 5.0 under Windows 95, 98, and NT4.0, some with 40-bit and some with 128-bit SSL.
I'm not sure if 128-bit SSL is legal to export outside of the USA.
