Default FOGARATE

can anyone tell me the meaning of the word FOGARATE? is it true that FOGARATE is a flower that grows in DR? I was told that this flower, when touched with the back of the hand, causes an iritation to you skin? is this true? any web site where I find out?

I've found this definition in a web page of the lirics of Juan Luis Guerra which has an album that is called Fogarate: "Fogaraté is a wild plant that releases a powder which when it falls on the skin, well it irritates and itches a lot. It's never fallen on me, but I've been told that the person on whom it falls has to go out running to wash, to put something on their skin."
