The higher the ratio of European tourists to locals, the more you will see topless sunbathing, since the locals in general don't do it. Punta Cana had the highest that I have seen, where almost 100% of the sunbathers are tourists, mostly European, but you will see it wherever there are European tourists, since topless sunbathing is common in Euorpe.
