Lutheran Church (Iglesia Luterana)

I am looking for information about the Catholic Apostolic Lutheran Church (Iglesia Catolica Apostolica Luterana). I understand that this church was started in the Dominican Republic (DR) and that it also has a seminary in the DR for training pastors. Any information would be appreciated.
