Have been there. It's a fantastic experience. Go with 'Kim' who's a marine biologist and very responsible.You'll learn a lot about the humpback whales on her trip which I think it's about 40 or 50 us$.I think the whales are normally there from Jan - March but I might be wrong. Have fun!

Humpback whales are best seen in Samana Bay from mid-January until mid-March although the time can vary a bit.
There are 3 tour operators and a number of independent operators that have trips during the season. The big three are Kim at Victoria Marine and Moto Marina Club in Samana and the boats at Simi Baez across from Cayo Levantado.
The whales are not confined to Samana Bay and may be seen off Las Galeras and Las Terrenas, with a large population on the Silver Bank north by east of Puerto Plata.

I was in the Dominican last Feb and went whale watching and it was the most awesome experience. The whales were very close to the boat and we saw several. It was well worth the trip. That time I stayed at Playa Naco and there the convenience of getting everything arranged is available on site. I think most areas that are tourist spots have such accomodations as this and they have an informative session on what's available at the resort. My last trip that I just returned from however I stayed in the city in Puerto Plata. You often see dolphins with the whales as well.
