As far as I know in Dom.Rep.the first three numberns of a telephonenumber are for a special area.

470 is a cell phone. From outside the country you must dial the 809 Country code first then 470 etc. From inside the country from a regular phone dial 1 then the number or from a cell phone just dial the number without the 1.
