Tourist Visas?

I notice a reference to a Tourist Visa, at a cost of $10.00US. Is this something new, I don't recall having had to pay to get into the DR on three previous visits. We have always been advised (and complied) to bring the $10.00US to get out.

Tourist Card, it depends on nationality! Needed for most nationalities, but not all.

The times that I have been to the DR the tourist card was included in the price of the airfare. I'm from Canada

On charter flignts yes it is included, not on regular flights though.
