Generally "Te Quiero Mucho" does not mean "I want you very much", "I want you much", or "I want you a lot". These are literal translations, typical of what you'd get from a dictionary or electronic translator.
Te Quiero isn't used and doesn't mean the same in the Dominican Republic as in some other Latin American countries, and generally doesn't mean "I Love You" unless you mean love as in a deep friendship or caring type of love. It is not generally used to say "I Love You" between boyfriend and girlfriend. To do so is telling the person you only like them as a friend.
Te Quiero Mucho means "I like you a lot", but not in a romantic sense. A man may tell his buddy or brother this (as in "I love you man!") and a mother will tell this to her child (as in "I love you"). It means love or like, in a caring and feeling way. It is not sexual and does not imply you want anything.
