Default request for info on saona island

I am doing a university report on future tourism developments and i have chosen the Dom Rep. My report is on developing the trip to saona island to overnight stays to add adventure (like shipwrecked).I am unsure on whos decision it would be to aprove the development of small huts for the stays, would it be the decision of the island locals of the Dom Rep government. Or are their any rules about building on the island as it is national park.
Would be grateful for any info

Actually it is forbidden to build in national parks, which I believe is good for the way they handle it over here. Nevertheless they been discussing of cutting out property from some national parks to make tourists accomodations on them!

I hope they will not, because we do have allready a lot of Hotels over here with sufficient capacity to accomodate visitors!
Even in the capital, there will be a lot of guestrooms pretty soon!

Do you know who is discussing cutting out part of the national parks for develpment, is it the government that decides? Do you think their would be any possibilty of developing smallscale accomodation on Catalina Island as an alternative as this is not a national park?
I dont think they should develop on either of them either because I just visited there on holiday, and they are lovely. I just have to write a report on it for university.

The thing with the national parks is rather unclear! In years ago (I think under Balaguer) they confiscated private property to add them to the existing national parks! Now this year they (the same government under Hipolito) started to disguss the possibility to reprivate some parcels to create room to some hotels and tourist installations! Now apart from the problem, that the people, who originally owned the properties did mayorely not recieve any compensation from the confiscations, they claim recoverage of their properties just in case of reprivatisation! On the other hand we may have some private interest from government people, who want their share out of this deal and privaticise the land to themself! (Look the news within the National Bienes and Tio and the family of Hipolito)
You see, it is very complicated this deal and a clean solution is to leave it just the way it is!

Hello,
Sorry to keep asking for more info. I have decided to do my project on proposing an alternative to large hotel developments in Saona. Instead I will say that the tour companies package of the current trip will also other additional services for more adventure where for one night tourist can stay on the island in purpose built huts, dominican style to get a sense of adventure. I need to find out the names of the companies that operate the tours at the moment and what the relationship the locals have on the island with these companies. For example at the moment the locals provide the food for visiters.
