My guess is he's talking about Mr. Grahame Bush. Now the interesting part will be if Canadianjoe will actually post any evidence he has to support his claim. After reading some of Canadianjoes posts, you can see that he exaggerates and outright lies ( costs in DR 150% more than North America, where is that cheap gas, etc. in Canada BTW??) to support his ridiculous claims. Come on now canadianjoe, back up your statements or admit this is another of your fables.
