If you are an indian passport holder than i would imagine that you might have some problems obtaining dominican visa. However, if you hold a swiss passport or their residency than the process can become alot easier.
I am sure you can contact a dominican embassy there; after-all, i hear there are a ton of dominicans living in switzerland.
