ISP, Surge Supressors ...

To all of you who are connecting to this site from Santo Domingo, Which ISP have you found to be the best for basic dialup access? How much per month? Is a basic surge suppressor enough or do you have some special power conditioning setup?? If so, I would really appreciate any insight you can give on any special accessory devices you have used protect your hardware. Thanks

PS: The hardware I will be using is a laptop and portable printer.
