Jetblue decided not to fly with TVs' as you stated because they are following the law. They offer DirectTV service which is not legal to offer outside of the US, therefore, they cannot offer it going to DR or even
PR for that case.
They could equip the planes with movie service that is not DirectTV, but that is not something they have thought of yet.
