I'd suggest that if he has no Canadian visitor visa ( unless he doesn't need one, for all we know he's Canadian) the odds of getting a visa are slim and none and Slim left town. And by August even if he may qualify that may be insufficient time.

But as for the flights there are enough from PUJ to suffice.

Final obvious comment if you are a young woman and this friend is a male resort worker, he won't get a visa and he is probably asking several other women the same thing, and for money too. Words to the wise.
First of all he is a male, not a resort worker, he owns his own business, he is only a really good friend and that's all.
I guess I will have to tackle the Canadian Government to find out exactly how long and what exactly is needed.
