The Visa reqeusts are handled by the Consulate in the capital and so the inquiry about processes, costs, chances really should be asked of the consular officers there as they decide for the most part. FYI - in 2002, the last year for which data is available we granted 202 visitor's visas to Dominicans. Vs. something like 450,000 granted the other way, e.g. tourist cards for Canadians. Good luck.
