Default So much paperwork for just a visit

I appreciate all your input, I checked out the Immigration website and found out that because he's Dominican and it's on the list of Countries that need travel visa's, I need to send away for a package which is 65.00 U.S. (Canadian forms don't know why the payment is in U.S funds) anyway I need to buy these forms/application for him to come for a visit. I don't get it though. He is not coming to stay. He has become a good friend to my parents and they just wanted to bring him up for a couple weeks and it just seems like such a hassle. We don't want him to work here or anything. You mentioned about him contacting the consulate there, if he does that do you know if I still have to do the paperwork at my end or will they do all that for him? I am beginning to think it would be easier for my parents to just go there for two weeks, but him and his family treated mine so well they just want to do the same I guess.
