Default How/Where are ballots counted?
In watching CDN news, I see that the presidents of the various mesas (voting districts) in Santo Domingo are delivering the urnas (ballot boxes) to the Junta Central at their main building in Santo Domingo.

My question:

Are the votes counted first at the various mesas and then delivered to the Junta Central along with the results or are the ballots counted at the Junta Central?
