Friends who have recently moved to the Dominican Republic have a problem with standing water that seems to be a breeding ground for mosquitos. If they had this problem in Canada, they would know how to deal with it, but, being new, they don't know what their options are.

The primary problem is the house next door that has a very large swimming pool that is full of water that appears not to have been maintained or filtered for at least several years. The pool is not being used. The owner is in prison in Germany and the woman staying in the house is doing nothing about the pool. My friends are being attacked in their house and yard by hoards of mosquitos that seem to have been bred next door. They are very worried about dengue fever, having read about the danger of standing water and mosquitos. They had the same concern in Canda due to West Nile Virus, but there the authorities were very strict about eliminating standing water.

Additionally, the house across the street has a pvc pipe that runs the water from the washing machine into the street. It flows down a slope and pools at the bottom, covering the street. There it stays until it soaks in or evaporates in the sun.

The is a relatively new area of high priced homes, but the people in them don't seem bothered. And there is no,or at least not yet, an association of home owners.

These people, being new in the area, don't really want to be "trouble makers", but they are very concerned about the health hazard. Health was a major reason for their moving here, since their doctor told them they would be better off here than in Canada.

What options do they have?
