Maybe the government could sell the project afterwards (they are privatizing everything nowadays) and it will be in private hands afterwards? That could be a possibility, but its no doubt that SDQ will eventually need a metro. It's better to start early than late, but I'm not sure the government should be behind this, at least not 100%.
