legal route will have no problem...tourist visa will be handed to you the next day...

You are a Filipino, and Filipinos require a visa, ergo, you need a visa. Working in Haiti doesn't eliminate your nationality nor does it make you Haitian and being Haitian is no great advantage in trying to get to the DR anyway.
