Funny that you say Germans because they are not really known for their willingness to speak other languages. Relatively few Germans speak (good) english, even among young people.(generally speaking ofcourse, I know alot of Germans that do speak English very well)
But I do think you have a point, I think it is a lot easier to learn another language if you know at least 1 other already, if only it was because you are more used to another language and you 'know' how to learn one.
But some people really surprise me with how slow they are learning, or rather their unwillingness to learn. I met an (english) woman living somewhere near Sosua, she lived there already 3 years and she couldnt say more then Hola, como estas y bien! Nobody can be thát stupid.
