Default I disagree - you have to go with the law.

I do not agree with calling oneself Italian when you are not born in Italy and have not become a naturalized citizen. Italian descent, fine, but not Italian. All four of my grandparents are from the same country, but I was born in the USA. I am not from the country of my grandparents and I have absolutely no ties to that country.

That said, if I wanted to, I could apply to live there and it would be easier for me to become a citizen there than it would be for most other people. If and only if I did that could a call myself as being of that country. With no advantage to doing so, it will never happen.
