I believe that Fabio Guzman explained the situation fairly well to you , including that there are no punitive damages in the Dominican Republic.
As Fabio also explained to you, suing the hotel would not be worth the return, and the lawyers know that, so that would make them disinterested in the case, as they work for money, just like most people do.
Fabio also explained to you that you would have to post a bond, as you do not reside here.
