Default I call that the Bike Lane

Most two lanes I drive around here have "oncoming traffic" in the third middle lane. So Mike this is nothing new. I especially like the NO REBASE sign between Cab and Sosua and the road has a dotted line on it in the same area. Or the Cherimicos sign pointing to the right at the light by Caribe tours. However that is a one way street in the opposite direction

Bob K of course is right about the already present, but invisible middle lane we already have. I call it the "bike lane" because it is most often used by motoconchos passing you on the left as you are in the process of turning left. I have also seen what I call the New Jersey extra lane (aka The Shoulder of the road) being used more often as a passing lane, more often than not when you are trying to take a right turn. These things all just keep your reflexes in shape.

Back to the topic of Cabarete's third lane. Yes it would be a disaster for pedestrians. But wait, they could create contracts to build pedestrian overpasses. Or with Leonel's predisposition to things subterranean, they could be underpasses complete with pumps to keep them dry. Or a set of pedestrian walk lights that would work for the first two or three months, stopping all traffic dead each time they were used. See how many solutions there are and I am sure we can think of more.
