Early this morning DrChrisHR sent me a msg on my cell phone. this is something the gov't should be able to do. With 5 million cell phones in use in the DR that would be the best possible early warning....
In Santiago it is raining, steady rain, little wind. It is dark and cool....a Dominican winter..
