It was more organised than the DR with a lot of traffic cops stopping people for drink driving because it was the holiday period, but there was some crazy driving nonetheless.

We were staying with friends, apart from on Culebra where we stayed in a self-catering apartment. It was about the same, maybe slightly more expensive per person than I would expect to pay for a comparable place on the beach in the DR.
