Anyway a technician calls me about 15 minutes later to ask me if the internet was better, and sure enough it was. It turns out that their equipment there was having a problem assigning the IP to my modem. Once they fixed it my speed was up and running to where it needs to be. While I know a somewhat a lot about computers I don't really know a lot about internet connection issue but hopefully this info will help somebody else.

This is my take on the matter.
We were having the exact same problem as you at the very same time.
I've seen this happen before.
Yahoo messenger not wanting to sign in, and when signed in, going offline for a short while then coming back, as well as difficulty getting into Yahoo mail.
Someone somewhere eventually fixed the problem, and when the techie phoned you, he made you feel like he attended to your particular account's problem, while the truth is that everybody was suffering the same inconvenience.
Chat log at 3:08 PM today between myself and a buddy.

If we were having the same problem in Sosua that you had in Moca, it must have been at the national level.
