The problem is with teh DNS serevrs. When the communications of packets goes back and forth, DNS lookups are being made. If the DNS servers do not work properly, the reuqests take long time to resolve (or do not resolve at all) resulting in long times to access websites, or even page not found problems. The solution is to switch to other DNS provider, such as opendns.org
On their website, it is clearly and easily explained (including pictures) on how to change DNS settings on various operating systems.
