I just went through something similar. My husband was denied a visitors visa to Canada--twice from the DR (Haiti). He has a US visa, so we decided to take a chance on applying for a Canadian visitor visa from the US. We applied at Buffalo, and it took all of 30 minutes for him to be approved.
