Steve: Can you kindly provide some magnitude estimates? Specifically, do you the numbers on how many residents will occupy each of these buildings and what the total will be (over time, or staggered is fine)? Seasonal variations or weekend vs full-time estimates are helpful. If you have the parameters of how large the total area will be with the total numbers, that will work too.

The reason I am asking is that these are essential numbers to calculate the necessary infrastructure for proper public health planning. These are essential for emergency management in the event of natural or other disasters (e.g. hurricanes, earthquakes, tsunami's, bombings, etc.) to avoid situations like what happened in New Orleans.
