If the government were to calculate the monitary cost of the damage to the enviroment, the loss of tourist revenue and the adverse effect on business...not to mention the damage to the reputation of the Dr in the world. then take half that amount and plough it into a proper waste collection system privately run that would give those out of work a decent wage for keeping the enviroment clean. maybe then you would see young kids running and racing each other the pick up the plastic bag to claim his reward.

You dont have to be rich, educated or Einstien to think of the benefits this would bring. Poverty does not have to mean lack of cleanliness or give anyone the right to pollute as they please. Here near me the river was completely blocked with trash so much so they had to use a mechanical digger to clear it. When you looked for the source of the problem it was easy to find. 15 colmados all backed onto the river and a trail of trash leading from each to the bank.

I expect they all got a telling off and they will be at it as soon as the truck pulls out of the street.....yuk how can people live like that. As you drive around you can see raw sewerage running down the hillside into the roads but nothing is done and noone cares really.
