Well said and therein lies the rub. If you give these guys (especially these guys) the freedom to take the law into their own hands, the entire population loses their rights as a matter of consequence.

"It'll never happen to me because I'm not a criminal", you say.

My answer - Yeah, but if it did happen to you, you would have absolutely no recourse or rights. You'd be at the mercy of an illiterate Dominican cop. Personally, that's not a scenario I'm comfortable with.
