Any Good degree from a recognised University will get you some interest from employers here but you must have a realistic expectation of salary and as said by others before some good contacts.
It is better to get a job before coming here as you can negotiate a better deal.
As with most countries a degree does not guarantee a good job you must have the right experience also. Sadly age is a factor here too....too old or too young and you will find it hard.
Language can be a problem too. If you are a professional and the majority of your work will be in English then it is less of a problem. Law or Social work you will need to be quite fluent in Spanish.....however Dominican Spanish is a little different....some good threads on this if you read them with the Dominicanisms.
Engineering has good prospects if you have all the above criteria.
Try to seach the web for agencies that advertise Dominican jobs and post a CV. It can take a while for you hear anything so dont expect an instant response. Try and find the names and contact details of companies here and send a CV directly to the Human Resources manager.....again do not expect instant results, everything here takes time.
