I would talk to the director of the school and explain to him that you will be taking care of the expenses and making sure that the girl shows up every day on time, dressed properly and clean and and that she will do her homework. You need to be persistent. If for any reason you think you're Spanish isn't adequate for them to understand you, have someone call on your behalf.
