Ok I would suggest that you stick to your guns and give it all you've got.
You seem to be her only hope of an education and a start in life.
Its only an idea but maybe you can find members here who would be willing to teach her privately for the same money you would pay the school.
There must be quite a few ex pats who could teach a 7 year old enough to get her upto speed. does not have to be the same person for all subjects ie maths english spanish history etc .....many could give one day, afternoon or evening to help I would have thought. It could be the beginning of a new school founded and run entirely by ex pats?
I hope you get a good response for what is a very good cause.
I wish there were more people with the same attitude as you.
