There is a big difference in knowing the harm trash does to the environment and throwing it on the ground anyway and being raised to think there is nothing the matter with it.

It is interesting that you mention about dominicans that live in Florida. That is the point that some people are mixing up here. The issue is not about dominicans who live outside the DR going there to impose their values on the society. The issue is about the values of the dominicans who live in the DR with regards to trash. Why should you set a standard based on what dominicans living in Florida do or would not do?.
These guys are doing exactly what they see their fellow dominicans do in the DR. That is all there is to it. If dominicans bat an eye-lid at people throwing trash, I think these guys would probably not do what they are doing.
Not saying that it is correct, but we cannot criticize an incident in isolation.
Over here in the US, I see trash on the highway also. Guess what?. I don't think the trash walked there by itself. All they need in the DR is a good public refuse cleaning system. That is their problem. Not the fact that someone is throwing trash . Some of you guys just need to lighten up instead of trying to be overly politically correct with this issue.
And to even think that most of you guys seemed to have a problem with the trash throwing more than the fact that they were drinking and driving.
Drinking and driving can result in lose of life. An innocent life. Thrash throwing might result in.........?. It is okay to drink while driving and take an innocent life, but just make sure you do not throw your bottle or trash out the window. Very nice. Which is the lesser evil and what is the issue here?.
