You do not owe anyone any apology here. It was not like as if you threw the trash in front of their house or in their garden. Some of them have probably done worse things than what you did. They just do not have the nerve to put it on video for all to see. That is all there is to it.
The only person that you owe an apology is the dominican government. So go to the mayor's office and make your apology official and pay whatever fine you need to pay.
