This sounds like the racketeer that tries to extort a few bucks from you the first time and then returns for more.
I, personally, would not pay. This is going to open the door for more scams!!!!
You just don't hand 16,000 pesos (close to 500 USD ) to anyone.
If you do, god bless you in the future!!!! These people probably have other scums working with them. They apparently find you very vulnerable.
