All she needs to get a new Cedula is a BC, no marriage certificate or anything else...
Just the old BC from the DR is all they need from her, as far as civil status goes, she can opt to file married, single, separated or else she wants...
The JCE in NY operates regular office hours, but for documents and stuff the cut out is 3:00 pm I think last I heard...
She doesn't need to visit for the BC, since she can fax the old one so that by the time she needs to go there, the new BC will be ready and awaiting for the pics and data to issue the Cedula...
