And the higher-ups won't push because they too are beneficiaries. In fact the last 'pushing' from the capital I recall was November 2006 when a posse from SD took out Fiscal Ceballos in Sosua, who, for all his faults,
was dismantling

It would appear that no-one replaced him as the Serpico of Sosua but then with his killing as an example, who can blame them?
