This is not correct.

Home Depot has them for around US$1.77 ea., plus prevailing tax.
It may not be the best price, but there are some distribution costs. It doesn't sound to me like a royal screwing.
Besides, almost NOTHING gubmint does anywhere is nearly as cheap as a person can do for themselves.
