Yes, but HOME DEPOT is a retail store selling to the public in small quantities while they make a substantial profit. Any government purchasing huge quantities from the "lowest bidder" can do much better than we can walking into a Home Depot.

Doing a quick search of Ebay, I found 24 Sylvania 13 Watt compact fluorescent bulbs at a price of $27.39 including shipping anywhere in the US. That is a $1.14 per bulb and that seller is making a profit! That is where I see the corruption.
